[BUG] "Edit & Repeat" or "Repeat" Tool does not work if the Request/Response panel is the first responder

Description

Currently, the keyboard shortcut to open it is only active when the request list pane is first responder.

It would be fantastic if the keyboard shortcut for "edit & repeat" was active also when the "request" or "response" panes are first responder.

Steps to Reproduce

1. Make some requests, -> Open the Request Body Tab
2. Use shortcut: CMD+Enter

Current Behavior

• Repeat Tool doesn't work

Expected Behavior

• Should work with the shortcut
• Works with Repeat and Edit & Repeat
