Improve SSL Proxying List Table UI

## Problem
- SSL Proxying List Table is currently hard to use
- It has 2 similar tables (Include List and Exclude List)
- Confused to new users

## Why this feature/change is important?
- Easier to use

## Criteria
- Add Include List and Exclude List Table to the Tab View
- Default Tab is a Include List, which is the most used feature
- Simlify the shortcut
