Expected behavior

Spawners broken with a Silk Touch pickaxe should drop experience orbs (tested in Vanilla and Paper).

Observed/Actual behavior

Spawners broken with a Silk Touch pickaxe do not drop experience orbs.

Steps/models to reproduce

Break the spawner using a Silk Touch pickaxe.
