Unable to switch capslock character

I am trying to toggle caps_lock using the § character. However, this only toggles is on and not off. How would I toggle if off using rules.ts. I looked into mapping non_us_backslash to locking_caps_lock but that didn't change anything. Thanks for the help! I've provided my rules.ts snippet.
