The current state of the Pop-Up is very confusing.
There are too many duplicate options to allow or deny a program in just one little popup.
Why not change it to something that everybody understands from the get go?
Basically, why not change the logic to 3 basic options in the program popup:
[Allow] [Deny] [Custom]
[Allow]: Unrestricted Access, Allow everything, local, lan, internet.
[Deny]: Completely block everything for that program, local, lan, internet.
(you could add a dropdown menu to the allow or deny button for a timed decision, like: [Allow] for 1m,5m,15m,1h,3h,1d or so)
[Custom]: Add customized rules to allow or block access for the program. in a following popup let users choose where to begin from: allow or block with further specific rules to restrict the programs access.
In the current state the list of programs is not sortable by programs that have restricted access to the internet.
Because any program that has customized restrictions are sorted under the "Allowed" category, despite maybe being restricted for several networks.
The list of programs really needs an option to be sorted by:
