Adds a configuration option to disable the ability for hostile mobs to spawn on packed ice and blue ice. In my testing, mobs do not spawn on normal ice. Polar bears (referenced in the issue) will not be affected since this only targets the Monster class.
Also renames
blueIceSettingstoiceSettingsto reduce clutter.Resolves #214
The title is like that to see what the Jenkins build embed will do if merged.
